NABIDH Compliance for Dubai Clinics: A Practical Guide
NABIDH is the Dubai Health Authority's health information exchange platform, connecting healthcare facilities across Dubai so patient records can be shared between providers. DHA has been onboarding Dubai's licensed facilities onto NABIDH in scheduled waves since 2020. A facility connects by linking its electronic medical record system to the platform through DHA's onboarding process.

Clinics in Dubai hear about NABIDH long before anyone explains what connecting to it actually involves. This guide covers what the platform is, who it applies to, what a clinic's software needs to support, and where Medoc HMS fits and does not fit into that picture.
What is NABIDH?
NABIDH is Dubai's health information exchange (HIE) platform, run by the Dubai Health Authority (DHA). It lets healthcare providers across Dubai securely exchange patient health information, so a patient's record can follow them between a clinic, a hospital and a pharmacy rather than staying locked inside one facility's system.
DHA describes NABIDH's purpose as unifying Dubai's healthcare records: a connected facility's electronic medical record (EMR) system links to the platform, and authorised clinicians at other connected facilities can then access a patient's shared health information with appropriate consent and access controls.
Which clinics does NABIDH apply to?
NABIDH connects public and private healthcare facilities in Dubai. DHA has been bringing facilities onto the platform in scheduled onboarding waves since the programme's kick-off in January 2020, moving through pioneer facilities and then successive waves of the wider market. As of October 2026, DHA's own published milestone timeline shows onboarding still running through new waves, with a federal-layer integration to Riayati (the UAE's national health information platform) added along the way in 2021.
In practice, this means NABIDH onboarding is an ongoing, facility-by-facility process directed by DHA rather than a single past deadline. If your clinic has not yet been onboarded, the current wave and timeline are published on DHA's own NABIDH portal.
What does NABIDH require from your clinical software?
At a technical level, a connecting facility's software needs to be able to send and receive structured patient and encounter data in the formats NABIDH's integration layer expects, so that records exchanged with other facilities are usable rather than just transferred as files. DHA's provider-facing tools cover facility management, onboarding, an HL7 utility and API documentation, which points to HL7-based messaging as the mechanism most facilities integrate through.
Beyond the technical connection, DHA has published separate policy standards covering areas including interoperability and data exchange, authentication and access control, and patient consent and access rights for the information exchanged through NABIDH. The current version of each standard is maintained on DHA's own site rather than restated here, since these documents are updated periodically.
- Structured patient demographics, encounters and clinical documentation your EMR can export in the format NABIDH's integration expects.
- A way to authenticate connected users and control who can access shared records, consistent with DHA's published access-control standards.
- A documented approach to patient consent for the information your facility shares through the exchange.
How does a clinic connect or register?
- Confirm your facility's DHA licence status and current NABIDH onboarding wave through DHA's NABIDH portal.
- Work with DHA's onboarding team to complete facility management and technical readiness steps.
- Connect your EMR system to NABIDH's integration layer, using the HL7 utility and API documentation DHA publishes for providers.
- Complete testing and move through to production, per DHA's onboarding process for your wave.
- Monitor your facility's connection through DHA's production monitoring tools once live.
This is DHA's process, run by DHA, for a specific facility's DHA licence. A software vendor can structure your records to be ready for that process. It cannot complete the registration on your behalf.
What happens if a clinic is not compliant?
This guide does not state a specific penalty for a facility that has not yet connected to NABIDH, because DHA's own NABIDH portal does not publish one in the pages this guide drew from. If your facility needs to confirm its specific obligations and timeline, DHA's onboarding team is the authoritative source, not a vendor guide.
How Medoc HMS supports NABIDH readiness
Medoc HMS structures patient encounters, including demographics, diagnoses coded to ICD-10 and ICD-11, and clinical documentation, in a consistent, exportable format. The platform supports HL7 FHIR as an interoperability standard for connecting to external systems.
Medoc HMS does not connect your facility to NABIDH automatically. That connection is arranged directly with DHA, through the onboarding wave your facility is assigned to. What Medoc HMS provides is the structured record layer that connection depends on. Talk to us about where your facility is in DHA's onboarding process and how your records are currently structured.
Frequently asked questions
Is Medoc HMS NABIDH certified?
DHA's NABIDH documentation describes facility onboarding rather than a separate vendor-certification scheme, so there is no NABIDH vendor certification for Medoc HMS to hold. Medoc HMS structures patient records to support a facility's own NABIDH connection.
Does every clinic in Dubai have to connect to NABIDH?
DHA has been onboarding Dubai's licensed healthcare facilities in scheduled waves since 2020, and onboarding is still ongoing. Confirm your facility's current status and wave directly through DHA's NABIDH portal.
How long does NABIDH onboarding take?
This depends on your facility's wave assignment and technical readiness, and is set by DHA's onboarding process. Confirm the current timeline with DHA rather than relying on a general estimate.
What is the difference between NABIDH and Riayati?
NABIDH is Dubai's own health information exchange, run by DHA. Riayati is the UAE's federal-level health information platform. DHA's published timeline shows a Riayati integration added to NABIDH in 2021, connecting the emirate-level and federal-level exchanges.
